Three Kings - 1999
Directed by David O. Russell
Though the focus of this movie is on the aftermath of the 1991 Gulf War between the United States, its allies, and Saddam Hussein's Iraq, the end of the movie involves American soldiers helping Iraqi Shiites escape into Iran. The climax of the film takes place at a heavily guarded Iraq-Iran border crossing.

The Iraq/Iran border crossing, manned on one side by Saddam's soldiers and on the other by Iranian Revolutionary Guardsman.

Iraqi Shiites helped by the movie's protagonists over the border to escape from Saddam. The idea that someone would actually escape into Iran must have seemed very strange to U.S. audiences.
